A phase locked loop is a circuit which uses feedback to provide a high Q filter - the typical application is recovering the carrier frequency and phase in a (usually digital) signal transmision for signal reception. It is frequently implemented in a monolithic integrated circuit, consisting of a voltage controlled oscillator, a phase detector and a usually a loop filter. A PLL can also be used to detect FM transmissions, or with an external frequency (xtal) is used as a synthesizer to generate arbitrary frequencies (this is what it is doing in your SW receiver).
