There is no lowest frequency, DC maybe. ELF is where crystal radio and spark transmitters started out. I've made crystal sets that easily receive Loran C at 0.1 Mhz. but the whirring and clicking of Loran gets boring, and there is precious little else with enough power down there to hear. About the only other strong thing down there is military encrypted datastreams (to subs) & maybe an occasional spark transmitter from developing societies on other planets.
However, many of the 'old time' set plans will make ELF receivers if not "adapted". _J_
