John, I suspect you are referring to the resonant circuit with a tiny antenna and microphone that was hidden in the US Seal in our embassy a number of years ago. Microwave energy was beamed at it which was modulated by the microphone and re-radiated outside the building. A clever device. that went undetected for quite some time.
