The plastic coated wire will work fine for the antenna. The other wire is probably coated with a thin enamel. Try sanding or scraping it off; if it becomes shiny or more copper colored, then it is enamelled. Clean off the enamel where you want to make an electrical connection because the enamel is an insulating material.
